NIRF rankings and role of Intellectual Property Rights (IPR) - Prometheus IP

Intellectual Property Rights (IPR) are intangible assets, which gives an exclusivity or monopoly to the owner for a certain period. Intellectual property rights are Patents, Industrial Designs, Trademarks, Copyrights, Geographical Indications, Plant Varieties, and Trade Secrets.

The count of the Intellectual Property Rights (IPR) applications is one of the important parameters to rank an educational institution by the National Institutional Ranking Framework (NIRF). NIRF is under the Ministry of Human Resource Development (MHRD), Government of India, and is one of the most popular ranking systems of the nation.

According to the University Grants Commission (UGC) guidelines, all educational institutions in India are setting up IPR facilitation centre in their campus to improve their ranking, establish an innovation ecosystem, incubate knowledge-based start-ups, and earn additional revenue.

Based on the status (filed, published and granted) of the patents, designs and copyrights, NIRF ranks are secured by educational institutions. The ranking method by NIRF is listed below:

Intellectual Property Rights (IPR) – 10 Marks

Marks distribution

Granted: 4 Marks

Filed: 2 Marks

Licensed: 4 Marks

Intellectual Property Rights (IPR) are considered by the National Institutional Ranking Framework (NIRF) are Patents, Designs and Copyrights for the last three (3) years.

Assessment method will be identified and calculation will be made as per the following formula:

Intellectual Property Rights (IPR) = PF + PG + PL

“Patents Filed (PF)” is the number of patents, copyrights, designs filed.

“Patents Granted (PG)” is the number of patents, copyrights, designs granted/registered.

“Patent Licenced (PL)” is the number of patents, copyrights, designs licensed.

“Earning from Patents (EP)” is the total earning from the patents etc. during the last three (3) years.

“Faculty (F)” is the number of permanent faculty members.

I (P) = 1, if at least one patent was licensed in the previous three years (or) at least one technology transferred during this period;

I (P) = 0, Otherwise.

Assessment of IPR on Patents (including designs) Filed:

Patents Filed (PF) = 2 x Percentile parameter (expressed as a fraction) on the basis of PF/F)

Assessment of IPR on Patents (including designs) Granted:

Patents Granted (PG) = 4 x Percentile parameter (expressed as a fraction) on the basis of PG/F)

Assessment of IPR on Patents (including designs) Licensed:

Patent Licenced (PL) = 2 x I (P) + 2 x Percentile parameter (expressed as a fraction) on the basis of EP/F)
